Our customers challenge us to deliver cost-effective, expert solutions for infrastructure design, engineering, and construction needs. While we are often associated with state, municipal, and federal projects, we also complete many site projects for public or private organizations spanning various industries.

Our Story

1930s

Payne and Dolan was incorporated in 1930. In 1932, Walter and Barney bought out Max Payne’s interest in the company. In 1934, Payne and Dolan completed their first two contracts as general contractors and purchased their first two paving machines.

Throughout World War II, Payne and Dolan worked on military contracts for airport runways and complexes, extending to Madison, Wisconsin, and the Upper Peninsula in Michigan.

Walbec is appropriately named after its founder, Walter Bechthold, and is currently in its third generation of family leadership.

Walter began his career in 1917 at the State Highway Department. He gained valuable experience as a county engineer for Racine County and was appointed the Racine County Highway Commissioner in 1920.

1959

The Bechthold family bought out Dolan’s remaining ownership.

The company continued growing and launched the Streets and Roads Company.
